Abstract
Helsingborg is currently (2018) conducting a city rejuvenation project in which it aims to densify and rejuvenate as well as increase the social status of the million programme neighbourhood Drottninghög. As Paul Stouten points out, neighbourhood rejuvenation can be used as a strategy to displace citizens with undesired social and economic status. The aim of this essay is to investigate if such hidden intentions are present in the rejuvenation of Drottninghög. Helsingborg is currently (2018) conducting a city rejuvenation project in which it aims to densify and rejuvenate as well as increase the social status of the million programme neighbourhood Drottninghög. As Paul Stouten points out, neighbourhood rejuvenation can be used as a strategy to displace citizens with undesired social and economic status. The aim of this essay is to investigate if such hidden intentions are present in the rejuvenation of Drottninghög. This will be done through a comparison between what was agreed during the civic dialogues and whether that translated to the transformations taking place in the area today. Further the essay will investigate the residents of Drottninghög’s perception of the area concurs with what is written in the planning documents to further highlight potential hidden intentions with the rejuvenation project. This will be done through interviews with members of the very successful project called Neighbourhood Moms (Stadsdelsmammor) as a key aspect of being a Neighbourhood Mom is having an extended social network. The empirical data will primarily be analysed through the lens of Wirtén’s argument of power relations between inner city areas and outer city areas, as well as Leonie Sandercock’s theory on social planning and the concept of neoliberal planning. The essay shows that there is a disconnect between the result of the civic dialogues, the neighbourhood moms’ opinion on what the major issues of the area is, and what is currently being built in Drottninghög. The findings of this essay highlights a need to further investigate the role of civic dialogues in the planning process and how they can be better utilised. (Less)
