The thesis hence seeks to answer how the position of a municipality in a regional hierarchy can affect the conditions for development of the employer brand. The municipalities of Bromölla and Kristianstad are employed as cases in a qualitative comparative study. Using literature in the fields of human resource management and regional dynamics, a theoretical framework is developed to enable an analysis of the relationship between the regional hierarchy and employer branding. Content analyses and interviews are used to collect empirical data upon which the theoretical framework is applied. The results show that the position in the regional hierarchy could directly influence the attractivity of the employer brand with regard to the needs of the regional labour market, as well as indirectly create both opportunities and obstacles for the employer branding regardless of hierarchical position.
