Abstract
Municipalities in Sweden are facing a large recruitment requirement as staff shortages are increasing in several fields. Across the country municipalities experiencing a rise in competition over available pools of labour. In order to compete with other employers and meet recruitment requirements, the municipalities are facing a growing need to stand out as attractive employers. Municipalities in Sweden are facing a large recruitment requirement as staff shortages are increasing in several fields. The thesis hence seeks to answer how the position of a municipality in a regional hierarchy can affect the conditions for development of the employer brand. Using literature in the fields of human resource management and regional dynamics, a theoretical framework is developed to enable an analysis of the relationship between the regional hierarchy and employer branding. Content analyses and interviews are used to collect empirical data upon which the theoretical framework is applied. The results show that the position in the regional hierarchy could directly influence the attractivity of the employer brand with regard to the needs of the regional labour market, as well as indirectly create both opportunities and obstacles for the employer branding regardless of hierarchical position.
