The purpose of this thesis is to analyze the arguments used by the legislator for and against the law passed in 2014. To establish the reasoning behind the legislation the government bill, the criticism from the referral bodies and the debate protocol from the parliament debate are analyzed using the pro et contra argumentation analysis method. Luhmann’s systems and communication theories are then applied to the results, and the analysis examines the conflict surrounding the law as a matter of communication between opposing social systems – the legal and the political.
