- Abstract
- The aim of this study is to analyze the concept of security in the European Union’s Neighbourhood policy (ENP). The ENP have since its launch in 2004 been evaluated several times, the latest in 2015, where it was established that more focus was to be placed on the security aspect of the policy. Thus, the author of this study seeks to answer the following questions:
- What meaning does the EU ascribe to the concept of security within its European Neighbourhood Policy?
- Has the meaning changed from the original policy in 2003/2004 to the updated policy in 2015, and if so, how?

Using Baldwins conceptual dimensions; “security for whom?”, “security for which values?”, “from what threats?”, “by what means?” and “in what time period?” the author uses a descriptive idea analysis to construct ideal types of what the concept of security means from the perspectives of realism, liberalism, constructivism and a critical perspective.
These dimensions are applied to the different policies, which are also compared. The results show that the policy from 2004 is mainly liberal, while the policy from 2015 has shifted more to the realist perspective within the dimension “security for which values?” but has maintained liberal strategies to achieve security.
