Abstract
The purpose of this paper is to describe and understand the social secretaries’ experiences regarding their discretion in relation to the client group (young people with criminal behavior 15-20 years) from an o. We used a qualitative method through semi-structured interviews with six different social secretaries within one and the same social service in a municipality in southern Sweden. When analyzing our collected material, we have used following theory and concepts; Street-level bureaucracy theory, organizational professionalism, professional professionalism and power based on the clients user influence.

This emerged through a complexity and relativity between ensuring how the organization, their own profession and the client groups influence would interact within one and the same space for discretion. Important aspects that were highlighted during interviews with the social secretaries were financial resources, different forms of knowledge, relationships among the professionals and relationships between the professional and the client.
