- Abstract
- In January 2017 the Swedish Prime minister announced at a conference in Sälen that for the first time in history Sweden now had a National Security Strategy and it was now to be implemented.
In Sweden, ministers in the Cabinet are not allowed by the constitution to directly influence the work of Sweden’s governmental authorities. The institutions of the government are independent in the execution of public power.
This thesis aims to explain the National Security Strategy as a governmental directive in the implementation of security strategy in the governmental authorities without the Cabinet directly controlling the implementation. This thesis aims to explain the National Security Strategy as a governmental directive in the implementation of security strategy in the governmental authorities without the Cabinet directly controlling the implementation. The study uses Lundquist’s implementation theory in order to answer the research question: To which degree is the National Security Strategy a viable directive in the Swedish authorities’ implementation? And what factors influence the implementation?
The following conclusion was reached: The National Security Strategy has not been used as a directive by the agencies examined in this thesis. This since governmental agencies are foremost directed by regulations issued before 2017. These regulations do not countermand the National Security Strategy but overrides it in the agencies’ implementation. The study also discovers factors such as conflicting priorities and unclear budgeting influencing the implementation process. (Less)
