The theoretical framework of this thesis consists of literature regarding managerial and political influence. Data has been collected by conducting semi-structured interviews with actors involved in the PRIO project. The result of this thesis shows that managerial and political influence has been present in the municipalities and that it has impacted the formulation of the action plans. However, the structure of the influence was different. As a conclusion it is not possible to state that the managerial and political influence is the sole reason for the action plans being structured and formulated as they were. (Less)
