Abstract
The study explores how USA, as a liberal democracy, justifies actions that can be described as extra-judicial targeted killings. The study is based on a three-case study of the Clinton, W. Bush and Obama administrations. The frame theory is used to categories and analyze the official statements, to get an understanding of how the different presidential administrations with the use of words are trying to justify the use of targeted killings as a counterterrorism strategy. In order to investigate differences in the administration's needs to justify their actions, evilization theory is used. The study explores how USA, as a liberal democracy, justifies actions that can be described as extra-judicial targeted killings. The study is based on a three-case study of the Clinton, W. Bush and Obama administrations. The frame theory is used to categories and analyze the official statements, to get an understanding of how the different presidential administrations with the use of words are trying to justify the use of targeted killings as a counterterrorism strategy. In order to investigate differences in the administration's needs to justify their actions, evilization theory is used. The study shows that there is a difference in the need for the use of evilization. One can also see that the statements have gone from focusing on legitimate assertions to legal claims, which can be seen as a result of the development and introduction of several policies that allow exceptions to the implementation of targeted killings. The US has gone from clearly distancing itself from extra-judicial targeted killings to signing policy documents after policy documents that have contributed to the increased normalization and bureaucratization of acts that the United States only for a few decades clearly opposed and abandoned.
