- Abstract
- This paper aims to expand the comprehension about municipal housing companies in Sweden called Allmännyttan, translated to “the benefit of everyone”, and its’ reformed conditions through a new legislation. According to the 2011 legislation the municipal housing companies should run their business according to “business-like principles” and promote housing provision. The paper examines how the legislation can be understood through the concepts “neoliberalisation” and “financialisaton”. With a case study of Malmö’s municipal housing company, this paper aims to present how the legislation has affected the municipal housing company’s ability to expand the total housing stock through document analysis and in-dept interviews with officials. The study concludes that the dual responsibility of business-sense and housing provision, limits the company’s ability to promote housing provision for the benefit of everyone and Malmö as a whole. The legislated business-sense and required rate of return in every project prevents the company from building primarily in areas with lower rent-levels. (Less)
