Abstract
The overall purpose of this essay is to evaluate Swedish implementation strategies for the Sustainable Development Goals by comparing it to a norm of a democratic process. Goal number 17 – A global partnership - calls for an expansion of Public-Private parnerships as the new key implementation strategy. In practice, this means that state actors, civil society and enterprises are now viewed as more or less equal partners in the implementation process of the Sustainable development goals. In order to answer this question, a democratic norm is constructed, which is based on four extrinsic democratic values: transparency, participation, deliberation and accountability. These are then applied to the national action plans in order to examine how the democratic values are represented in the material. Results of the study shows that public-private partnerships challenges the representative democratic view of accountability through formal institutional structures, by putting a lot more emphasis on the deliberative and broad participatory features of the political process.
