This study wishes to examine what implications this shift from “government to governance”, may entail from a democratic perspective. In order to answer this question, a democratic norm is constructed, which is based on four extrinsic democratic values: transparency, participation, deliberation and accountability. These are then applied to the national action plans in order to examine how the democratic values are represented in the material. Results of the study shows that public-private partnerships challenges the representative democratic view of accountability through formal institutional structures, by putting a lot more emphasis on the deliberative and broad participatory features of the political process.
