Offentlig upphandling utgör en betydande del av Sveriges statsbudget, och det finns en ambition från nationellt håll att öka det strategiska inköpsarbetet rörande offentlig upphandling. Tidigare akademiska studier inom inköp har dock främst fokuserat på privat sektor, och forskning som syftar till att förklara hur och varför olika upphandlande myndigheter arbetar mer eller mindre strategiskt med inköp saknas. Detta arbete aspirerar till att undersöka i vilken utsträckning upphandlande myndigheter arbetar strategiskt med offentlig upphandling, exemplifierat genom en tidigare upphandling av en teknisk konsulttjänst, och vilka faktorer som påverkar detta. Offentlig upphandling utgör en betydande del av Sveriges statsbudget, och det finns en ambition från nationellt håll att öka det strategiska inköpsarbetet rörande offentlig upphandling. Tidigare akademiska studier inom inköp har dock främst fokuserat på privat sektor, och forskning som syftar till att förklara hur och varför olika upphandlande myndigheter arbetar mer eller mindre strategiskt med inköp saknas. Detta arbete aspirerar till att undersöka i vilken utsträckning upphandlande myndigheter arbetar strategiskt med offentlig upphandling, exemplifierat genom en tidigare upphandling av en teknisk konsulttjänst, och vilka faktorer som påverkar detta. En litteraturstudie har genomförts och genom denna har en modell över faktorer som karaktäriserar och möjliggör strategiskt inköpsarbete konstruerats. Dessa faktorer är: inköpsfunktionens status och stöd i organisationen, (de)centralisering av inköpsfunktionen, segmentering inom inköpsarbetet, totalkostnadsperspektiv, tvärfunktionella team, och kompetens inom inköpsfunktionen. Alla dessa faktorer är en del av arbetet mot organisationens och inköpsfunktionens mål och visioner. Denna modell har sedan jämförts med empiriska data från fyra olika svenska upphandlande myndigheter: Swedavia, Sundbybergs stad, Helsingborgs stad och Region Uppsala. Betydande skillnader mellan det strategiska arbetet hos de olika organisationerna har kunnat påvisas. De faktorer som bedömts vara av störst vikt är: mål och
vision, status och stöd, samt kompetens. Det verkar också finnas en samverkan mellan de olika faktorerna. Utöver dessa faktorer ses den upphandlande myndighetens verksamhet ha en viss, men långt ifrån avgörande, påverkan på det strategiska inköpsarbetet. (Less)

A significant portion of the Swedish government budget consists of public procurement, and there is a national ambition to increase the strategic aspect of public procurement. Previous research has mainly focused on the private sector, and there is a lack of research that aims to explain how and why different contracting authorities work more or less strategically with procurement. This study aims to examine to what extent contracting authorities work strategically with public procurement, exemplified by a procurement of a technical consulting service, and what factors affect this work. Previous research has mainly focused on the private sector, and there is a lack of research that aims to explain how and why different contracting authorities work more or less strategically with procurement. This study aims to examine to what extent contracting authorities work strategically with public procurement, exemplified by a procurement of a technical consulting service, and what factors affect this work. A literature study has been conducted and then used to construct a theoretical model containing aspects that characterise and enable strategic procurement. These aspects are: the purchasing function’s status in and support from the organisation, (de)centralisation of the purchasing function, segmentation in the purchasing work, total cost of ownership, cross-functional teams, and competence within the purchasing function. All these aspects are part of the work to reach the organisation’s and purchasing function’s goals and visions. This model was then compared with empirical data collected from four contracting authorities: Swedavia, City of Sundbyberg, City of Helsingborg and Uppsala Region. These organisations differed substantially with regards to how they worked with strategic procurement. The aspects found to be of the highest importance are: goals and vision, status and support, and competence. The aspects seem to interplay, so that to what extent one aspect is present within the organisation is indicative of to what extent other aspects are present. Beside the aspects put forward in the theoretical model, the characteristics of the purpose and activities of the contracting authorities are deemed to be of certain importance as well. (Less)
