Abstract
Parking is an essential part of the current transportation system and the infrastructure developed for the use of private cars. Parking policy has preserved unsustainable mobility patterns by providing excessive amounts of parking. This makes it an interest of urban planners to ensure that new parking policy facilitates for a sustainability transition in urban mobility.

Parking is an essential part of the current transportation system and the infrastructure developed for the use of private cars. Parking policy has preserved unsustainable mobility patterns by providing excessive amounts of parking. This makes it an interest of urban planners to ensure that new parking policy facilitates for a sustainability transition in urban mobility.

The aim of this thesis is to study how parking policy can facilitate a sustainability transition in urban mobility, and more specifically what influence urban planners can have on such a process. This is done through a case study of Malmö in Sweden, applying the theoretical framework of the multi-level perspective on sociotechnical transitions. Empirical data was collected through document analysis of the municipality of Malmö’s three latest parking policies, and through interviews with four planners who worked with parking and mobility issues in the municipality.

Analysis of the empirical data shows that the development of Malmö’s parking policies can be understood as a weakened commitment to the automobility regime. Moreover, analysis of the planners’ influence suggests that they have played an important part in developing parking policy. This includes providing opportunity for pilot projects which can serve as niche innovations in sustainable mobility. (Less)
