- Abstract
- This thesis explores Sweden’s poor results in the international benchmarks on open government data policies and their implementation. The purpose of the study is to identify what variables can explain Sweden’s poor performance and what hinders exist to bettering Sweden’s position. The method employed is an exploratory single-case study that draws its material from two expert interviews and a document-analysis that provides an overview of what hinders are perceived to exist within the Swedish government. The three most significant of these discoveries being; the lack of knowledge about the value of OGD and how to handle it, the low political pressure from the central government and the prevailing paradigm of public management reform.
