This thesis explores Sweden’s poor results in the international benchmarks on open government data policies and their implementation. The thesis employs Frank W. Geels and Johan Schot’s (2007) multi-level perspective as the analytical framework for categorizing barriers put forth by previous research and the new barriers identified by this study. The thesis identifies ten... (More)

The thesis identifies ten key discoveries that provides an overview of what barriers exist to implementing OGD-policies in Sweden. The three most significant of these discoveries being; the lack of knowledge about the value of OGD and how to handle it, the low political pressure from the central government and the prevailing paradigm of public management reform.
