Polismyndighetens reformarbete 1920-2020 - Från kommunal polis till statspolis och tillbaka?

Abstract (Swedish)
Studiens syfte har varit att studera polisens reformarbete i den ungefärliga tidsperioden som sträcker sig de 100-åren mellan 1920-2020 med utgångspunkt från nationaliseringsreformen 1965.
De frågeställningar som ligger till grund för att ta sig an materialet och som denna undersökning vill besvara är, hur uppstod och vad var syftet med polisens två stora reformer? Hur blev utfallet av dessa? Och, i vilken mån är reformen 2015 lik/olik reformen 1965. För att besvara dessa har en rättshistorisk granskning över polisverksamheten utförts.

Studiens syfte har varit att studera polisens reformarbete i den ungefärliga tidsperioden som sträcker sig de 100-åren mellan 1920-2020 med utgångspunkt från nationaliseringsreformen 1965.
De frågeställningar som ligger till grund för att ta sig an materialet och som denna undersökning vill besvara är, hur uppstod och vad var syftet med polisens två stora reformer? Hur blev utfallet av dessa? Och, i vilken mån är reformen 2015 lik/olik reformen 1965. För att besvara dessa har en rättshistorisk granskning över polisverksamheten utförts.
Studien konstaterar att det funnits en stark trend i förändringsarbetet att rationalisera bort polisdistrikt. Argumentationen för att motivera detta bygger ofta på svårigheter i samordningen av de olika myndigheterna, den tekniska utvecklingen, samhällsutvecklingen i stort och geo- samt demografiska orsaker.
Undersökningen visar dessutom att centraliseringen av polisverksamheten under 1900- & 2000-talet sker i snabb takt och till sist avslutas med den slutgiltiga ombildningen av polisverksamheten till en enda polismyndighet 2018.
Efter en diskussionsdel som avslutas med tanken att centraliseringen av polisen nu gått så långt att Sverige närmast fått en federal polis görs omvärldsspaningen att trenden nu är att den kommunala polisen ser ut att vara på återtåg, dock denna gång som privat alternativ.
Slutsatsen efter ha studerat nästan 100-år av i princip oavbrutet reformarbete blir att det svårt att förvänta sig något annat än att detta kommer fortsätta i oförminskad takt. Avslutningsfrågan blir dock vad som händer nu när det inte finns fler polisdistrikt att rationalisera bort? (Less)
Abstract
The purpose of this study have been to research the swedish police authority reforms in the approximate timespan of the 100-years that passed between 1920-2020. The starting point of the study has been set to the nationalisation-reform in 1965 although further inquiry into the years before was needed for context.
The research issues at hand are, how did the nationalisation come to be? And what was the purpose of the two major reforms the swedish police authority went through in the 1900s & 2000s. What was the result of the reforms and how is the reform of 2015 similar or dissimilar from the reform in 1965. To answer these questions a legal history survey of the police authority has been performed.

The purpose of this study have been to research the swedish police authority reforms in the approximate timespan of the 100-years that passed between 1920-2020. The starting point of the study has been set to the nationalisation-reform in 1965 although further inquiry into the years before was needed for context.
The research issues at hand are, how did the nationalisation come to be? And what was the purpose of the two major reforms the swedish police authority went through in the 1900s & 2000s. What was the result of the reforms and how is the reform of 2015 similar or dissimilar from the reform in 1965. To answer these questions a legal history survey of the police authority has been performed.
The study finds that there has been a strong trend in the reformation of the authority to rationalize smaller police districts in favour for larger ones. The argumentation to support this is often based in difficulties in cooperation between the different districts, the technological development, societal changes and geo- and demographic issues at large.
The study also finds that the strong centralisation of the police authority during the 1900s & 2000s has been progressing in a rapid pace and concludes with the final reformation of the police authority into one single governmental entity in 2018.
After a discussion that ends with the thought that the centralization of the police authority now has progressed far enough to have inadvertently given Sweden a federal police force the study notes that the national trend now is to bring back the local communal police albeit this time in the form of private alternatives.
The conclusion after looking into almost a 100-years of seemingly non-stop reforms of the police authority is that it is hard to imagine any other alternative than that the reforms will continue in an unbroken pace. The final question looms though, what happens when there are no more police districts to rationalize? (Less)
