Abstract
In 2009, the government set the target that 90 % of Sweden's population should have access to broadband at the speed of 100 Mbit / s. Having access to a certain capacity is important for welfare, as it enables new ways of teaching, health care and entrepreneurship. In the countryside, the need for broadband is great. However, in these areas it is more difficult to get an expansion. The cost is high in relation to demand, which makes it difficult to obtain profitability. Broadband expansion is run by public and private actors. However, in these areas it is more difficult to get an expansion. The cost is high in relation to demand, which makes it difficult to obtain profitability. Broadband expansion is run by public and private actors. This means that the responsibility for the construction is shared between several players and the collaboration between them creates conditions for a more successful expansion. In the present study, two municipalities are investigated and how the actors in these collaborate to provide a high level of access to broadband for the inhabitants. This is done on the basis of a theoretical model for public private partnership in the broadband expansion. The material used is respective of the municipality's broadband strategies as well as the county's broadband strategy and also interviews with people who have been active in the broadband expansion. The municipalities are sparsely populated municipalities, have a declining population and a large difference in access to broadband. What differs most between the selected municipalities is what role the municipalities have taken in financing and risk distribution, level of collaboration and who is the private player. Higher levels of collaboration provide greater opportunities for active players to influence expansion. Lower collaboration leaves the impact to individual actors. Good cooperation and the opportunities for non-profit involvement are important for fiber expansion in sparsely populated areas. (Less)
