- Abstract
- The main purpose with this study is to examine if there has been any changes in the governtment directive to the swedish social insurance agency(Försäkringskassan) about care assistans and examine how the swedish social insurence agency and the volunteer organisations respond to the directives. Another aim with the study is to compare the goverment and the swedish social insurence agencys opinions on the changes of the care assistans with the volunteer organisations. - The main purpose with this study is to examine if there has been any changes in the governtment directive to the swedish social insurance agency(Försäkringskassan) about care assistans and examine how the swedish social insurence agency and the volunteer organisations respond to the directives. Another aim with the study is to compare the goverment and the swedish social insurence agencys opinions on the changes of the care assistans with the volunteer organisations. The study has been followed out by both a qualitative analyse of documents of the goverment letters and the social insurance agencys annual reports over the years of 2014-2018, but also through qualitative interviews with three different volunteer organisations. The study is based on the Lipsky teory about the street level bureaucrats and the concept of policy, scope for action and goal displacement, but also the perspectives of wothy and unworthy assistance takers. The study shows that the social insurance agency got the assignment from the goverment to save money and improve control against benefit fraud and that this led to changes in their policys and new work procedures through new judicial decisions. The results also shows that the social insurance agencys new ways of working has made a large impact of the assistance takers according to the volunteer organisations. The goverment and the social insurance agency considers that there’s legitimate resons for the focus on costs and control, when the volunteer organisations on the other hand think they handled it in the wrong way.
