Abstract
This study has its basis in the relation between social services and the public employment services. Financial assistance functions as the welfares utmost safety net and is supposed to work as a complement to the general system, which the society provides. To be entitled financial aid the individual who is considered able to work is required to be of disposal to the labor market. Arbetsförmedlingen is since the start of 2018 in the midst of a massive organizational change and therefore the aim of this study was to explore the expectations towards the organizational change at public employment service (Arbetsförmedlingen) amongst social service workers in the financial aid units. The study was conducted at two different social service offices in the region of Skåne. Additionally, the method chosen for this study was qualitative semi-structured interviews with eight different social service workers in the financial aid units. When analysing our results, we applied Rothsteins, Bringselius and Sennetts theoretical perspective derived from the organizational theory, to illustrate the important factors required for a successful change process. This study found that the expectations on Arbetsförmedlingens organizational change are dominated by insecurity and confusion. The difficulties encountered with the organizational change were derived from a lack of communication between the organizational management and the employees, leading to the social service workers finding their own methods in how to perform their tasks.
