Abstract
The aim of this study was to understand how social secretaries reflect and act on the dilemma regarding self-determination and integrity for clients in social assistance cases within the framework of an exercise of authority that includes requirements and controls. The following questions were asked: How do social secretaries explain the meaning of self-determination and integrity for clients who uphold social assistance? Does the right to self-determination and integrity risk of being disregarded for clients who uphold social assistance, and if so, why?

The aim of this study was to understand how social secretaries reflect and act on the dilemma regarding self-determination and integrity for clients in social assistance cases within the framework of an exercise of authority that includes requirements and controls. The following questions were asked: How do social secretaries explain the meaning of self-determination and integrity for clients who uphold social assistance? Does the right to self-determination and integrity risk of being disregarded for clients who uphold social assistance, and if so, why?

The results show that the definition of self-determination and integrity that the social secretaries emphasize appear to be difficult to fully respect according to prevailing rules and guidelines. Using the concept of doxa, pastoral power and worthy and unworthy clients the study discusses the inherent power of the social maintenance system that the social secretaries express in their actions and reflections. The study’s results show, in line with previous research, that the inherent dilemma between control and help seems inevitable to escape in the modern social work design, regardless of the intentions of the social secretaries.
