- Abstract
- This paper aims to answer whether a country with a history of war leads to a thoughtful crisis preparation even in peaceful times. To do this, I will utilize the crisis management theory which is based on the concept of there being two important steps to take to prevent a disaster and to deal with a crisis. These are preparation and response. The government needs to have a good preparation plan, and they need to act in the right way when the crisis is coming. - This paper aims to answer whether a country with a history of war leads to a thoughtful crisis preparation even in peaceful times. The constitutions of both countries are also being compared to each other. Finland’s well-developed crisis preparation law gives the government considerable powers and, thus, it can make quick decisions in different type of crisis, Sweden has a weaker system that is not nearly as well prepared for a crisis. Hence, the conclusion that a history of war does probably lead to better crisis preparation even in peaceful times. (Less)
