Abstract
Begging in Sweden is not a new phenomenon although it is a current issue in Swedish politics, more precisely the issue is focused on a begging ban. This thesis studies how beggars in Sweden are constructed in discourses of a begging ban. The study implements a critical discourse analytic approach with Carole Bacchi’s (1999) theory and method “What’s the problem represented to be?” (WTP). The WTP approach works as a tool to ease critical examination of a certain public policy. The material composes different statements from Swedish politicians who advocates a begging ban and works in municipalities which has a begging ban or are in the process of establishing one. The material is chosen with certain necessary restrictions, in order to create a suitable thesis. The study shows that beggars in Sweden are constructed in a negative and degrading way. Politicians often put beggars in a corner and describe them as a contribution to an insecure and troubled society. This construction separates society and the public starts to reflect about beggars in the same perspective as the politicians. (Less)
