Abstract
The aim of this study is to examine and gain a further understanding of the Swedish parliament’s approach to lobbying. Furthermore, to shed light on the democratic problems and values that underpin whether politicians in the parliament believe that regulations regarding lobbying should be introduced or not. The method that has been used is textual analysis. An analytical tool has been developed based on Evert Vedung’s set of questions for an idea analysis. The aim of this study is to examine and gain a further understanding of the Swedish parliament’s approach to lobbying. Furthermore, to shed light on the democratic problems and values that underpin whether politicians in the parliament believe that regulations regarding lobbying should be introduced or not. The method that has been used is textual analysis. An analytical tool has been developed based on Evert Vedung’s set of questions for an idea analysis. The analytical tool has been used in order to analyze parliamentary motions that have been raised for the purpose to regulate lobbying in Sweden, through a set of democratic values. Political equality and openness. These values are used in order to shed light on the democratic issues that comes with regulated and an unregulated lobbying. The conclusion is that the view on the relationship between lobbying and democracy varies among the parliamentary motions. Some suggestions are based on that lobbying should become more open in order to make it possible for citizens to scrutinize the political process. However, what mainly characterized the parliament’s view on the relationship between lobbying and democracy, is that lobbying is valuable for the politicians, but the preconditions for lobbying need to be changed in order to create equal conditions to influence the political decision-making process.
