- This thesis explores the diverging trend of preschool teacher-child ratio in Swedish municipal preschools and the conditions behind this development. Despite a long tradition of public childcare in Sweden, the government and municipalities report a shortage of preschool teachers, a profession essential for satisfying the pedagogical mission inscribed in the Swedish preschool curricula. In the light of this shortage, firstly a descriptive analysis of the development was conducted, with a result showing that although the majority of municipalities suffers under the shortage of preschool teachers, some municipalities and a category of municipalities increase preschool teacher-child ratio. The study then tries to explain this variation by means of a standardized multiple regression analysis. The result shows that municipal population growth have some relationship with increased preschool teacher-child ratio, but that this relationship is relatively weak and in turn motivates a qualitative inquiry into other factors behind the development. Even though the result of the interviews suggest that organizational forms, wage levels and general staff-child ratio may have positive effects for the preschool teacher-child ratio, the result is not unequivocal nor generalizable, which calls for further research on the topic and a refinement of theoretical grounds.
