The typology is based on theory about circumstances that are fulfilled when authoritarian regimes deny humanitarian aid access and different views regarding human rights organizations impact om state sovereignty, in addition to a preexisting typology of humanitarian access denial. I then apply my typology to the cases of humanitarian access denial in Syria and Sri Lanka. I find that what lead to the Syrian regimes utilization of humanitarian aid was that the need of aid exceeded the perceived risk with receiving aid, the regime held the perception that humanitarian aid was a threat to the state’s sovereignty and lastly that the regime viewed humanitarian aid as a resource to further other political goals.
