Denna uppsats skildrar hur R2P har utvecklats, vad den innebär i teorin och varför den inte fungerat för att motivera en militär intervention i Syrien. Dessutom redogör avhandlingen för den praktiska tillämpningen av R2P i ljuset av den militära interventionen i Libyen 2011 auktoriserad av säkerhetsrådet. Avhandlingen är i huvudsak beskrivande kring framväxten, uppbyggnaden och tillämpningen av R2P, dock stundtals med en kritisk analys av det presenterade materialet.

Dessutom redogör avhandlingen för den praktiska tillämpningen av R2P i ljuset av den militära interventionen i Libyen 2011 auktoriserad av säkerhetsrådet. Avhandlingen är i huvudsak beskrivande kring framväxten, uppbyggnaden och tillämpningen av R2P, dock stundtals med en kritisk analys av det presenterade materialet.
R2P omnämndes första gången 2001 i rapporten från ICISS. Principen fick i rapporten en vidsträckt omfattning och det uppställdes flertalet kriterier för dess tillämpning. När principen antogs inom FN karaktäriserades den istället av vaga formuleringar. Första militära interventionen motiverad med R2P skedde i Libyen. Åtgärderna som vidtogs har senare kritiserats vara för långtgående med hänvisning till mandatet från säkerhetsrådet. Konflikten i Syrien har däremot fortgått utan ett auktoriserande för en militär intervention från säkerhetsrådet.
Utifrån analyserande av doktrin samt argumentation inom säkerhetsrådet synes anledningen till bristande agerande i Syrien med stöd av R2P grundas i avsaknad av tillit inom säkerhetsrådet. Den bristfälliga tilliten riktas mot hur stater tolkar R2P och principens tillämpning i praktiska situationer. Med utgångspunkt i missnöjet kring agerandet i Libyen skönjas oro för att liknande scenario skulle utspela sig i Syrien ifall en intervention tilläts. Stater inom säkerhetsrådet tyckes inte kunna enas kring omfattningen av R2P och kriterier för hur principen ska implementeras saknas med bakgrund av den strikta versionen som antogs inom FN. Framtiden för R2P är osäker, men skulle kunna klarna om det internationella samfundet kunde enas kring grundläggande kriterier för när en tillämpning av R2P ska ske. This essay describes the development of R2P, what it means in theory and why it has not been able to be used to justify an armed intervention in Syria. Furthermore the thesis presents the practical use of R2P through the example of the military intervention authorized by the Security Council in Libya 2011. The main focus of the thesis is to depict the emergence of R2P as well as the different aspects and the practical use of the principle. This focus will be accompanied by a critical analyze of the principle as a whole.

This essay describes the development of R2P, what it means in theory and why it has not been able to be used to justify an armed intervention in Syria. Furthermore the thesis presents the practical use of R2P through the example of the military intervention authorized by the Security Council in Libya 2011. The main focus of the thesis is to depict the emergence of R2P as well as the different aspects and the practical use of the principle. This focus will be accompanied by a critical analyze of the principle as a whole.
The first time that R2P is mentioned is in the report from ICISS in the year of 2001. The report gave the principle a wide spectrum and several criterias were developed to guide the practical use of R2P. When adopted within the frameworks of the United Nations it was characterized by vague wording. At the time of the conflict in Libya 2011 a military intervention from the Security Council was justified through the use of the language of R2P. The action taken became criticized for a too expansive interpret of the authorization from the Security Council. The conflict in Syria has proceeded without the Security Council interfering with an armed intervention.
Through an analysis of legal doctrine as well as argumentation within the Security Council the insufficient action derives from a lack of trust between the members of the Security Council. The international community does not seem to agree upon the extent to which R2P should be interpreted in practical situations. Through the action taken i Libya some members are hesitant to agree upon a new military intervention with the use of R2P. The Security Council appear to be unable to agree when to implement an intervention through the use of R2P. Furthermore no such criterias were adopted at the 2005 World Summit. The future of R2P is uncertain, but would perhaps be given some clarity should the international community be able to agree upon fundamental criterias for the use of R2P. These criterias ought to be more detailed than that the assessment would be made on a case-by-case basis. (Less)
