Abstract
Sweden is a country who currently is subject to a historically large population increase which also involves a large increase in the number of children attending school. Growing societies are facing the challenge of maintaining the provision of social functions at the same rate as they are growing. Growing societies are facing the challenge of maintaining the provision of social functions at the same rate as they are growing. Planning for land use and social functions constitutes a complex aggregation of interest which leads to the difficulty of comparing different options of actions as the consequences are difficult to compare. In this study an attempt has been made to evaluate the usefulness of a geographic information system based multi-criteria analysis in facilitating the aggregation of interest by locating a school in Bara. Furthermore, the study aims to investigate if the implementation of the method creates a more solid basis on which decision making are made and if the use of it promotes an increased citizen influence. The study found that the implementation of the method is especially useful in incorporating citizens opinions at different levels of the planning process and thereby has great potential in promoting an increased citizen influence. The basis on which planning decisions are made are however only found to be marginally strengthened due to the limited context the method was applied within. The proposed locations could have reasonably been identified without the use of the method, the strength lies in the ability to present the result and every step of the process in an objective manner as an aggregation of diverse interests.
