Abstract
”The worlds most gender equal country”, a phrase often associated with Sweden. The national gender equality politics impact has been growing since the 1930s and today gender equality is considered a Swedish national value. This essay explores gender equality discourse within two public state inquiries regarding the parental insurance system. One is focusing on limiting the ability to use the system for ”parents coming to Sweden with kids”. The other one focuses on extending the system, for instance by enabling single parents and HBTQ parents. ”The worlds most gender equal country”, a phrase often associated with Sweden. The national gender equality politics impact has been growing since the 1930s and today gender equality is considered a Swedish national value. This essay explores gender equality discourse within two public state inquiries regarding the parental insurance system. One is focusing on limiting the ability to use the system for ”parents coming to Sweden with kids”. The other one focuses on extending the system, for instance by enabling single parents and HBTQ parents. Theoretical concepts as subordinated included, paid and unpaid work and intersectionality are at the center of the analysis. With a critical discourse analysis following the structure of Carole Bacchis “WPR” method and the concept of transivity the essay analyses the role of gender equality in policy. Women, and especially racialized women, are at the center of the suggestions in the investigations. The key argument, both for limiting and extending the system for certain groups of women, is about the increase of labor market participation. What we see with these changes, is a shift from a general social insurance system to a system that`s oriented on power structures such as ”race”/ethnicity. (Less)
