Persontågstrafikens effekt på Trelleborgs bostadsmarknad

Abstract
The regional development in the county of Skåne in southern Sweden has been characterized by infrastructure investments over the last few years. In particular, the investments have been directed to the public transport system, which is intended to be a part of the sustainable development in the region. In addition, the Swedish state is investing in the development of high-speed trains between Stockholm and Gothenburg and Malmö, respectively. These initiatives have created a need for the Swedish state to analyze new funding options in order to meet the increasing demand in transport infrastructure projects.

The regional development in the county of Skåne in southern Sweden has been characterized by infrastructure investments over the last few years. In particular, the investments have been directed to the public transport system, which is intended to be a part of the sustainable development in the region. In addition, the Swedish state is investing in the development of high-speed trains between Stockholm and Gothenburg and Malmö, respectively. These initiatives have created a need for the Swedish state to analyze new funding options in order to meet the increasing demand in transport infrastructure projects.

A new tool that could be utilized to meet the increased demand is value capture. It gives the municipalities the opportunity to negotiate a co-financing solution with the property owner whose property’s value increases due to an infrastructure investment.

The purpose of this study is to analyze the possible effects of transport infrastructure on the residential market, and more specifically, in Trelleborg. In 2015 the railway station in Trelleborg was reopened for passenger train. This study assess its effects on residential property prices in Trelleborg, both regadring co-operative apartments and houses.

The applied method is based on regression analysis with fixed effects and hedonic price models. The residential property market in Trelleborg is investigated for the years between 2005-2019 and is compared to other municipalities in Skåne county that have not received similar transport infrastructure investments during this period of time. This comparison facilitates the evaluation of whether there are any price effects due to the train-investment or if the fluctuating housing prices depends on other aspects of the residential property market in Skåne.

The results indicate that the value of co-operative apartments in Trelleborg has increased as a result of the introduction of passenger trains, both after the announcement of the construction as well as after the passenger trains began to operate the railway. Similar effects could not be found for houses. Firstly, their value dropped when the announcement was made and thereafter, prices increased only marginally. However, one specific conclusion can be drawn from the results of the regression models: There was a distinct negative effect of living nearby the station, up to 1 000 meters. Directly after the announcement, both the value of co-operative apartments and the houses dropped. (Less)

På senare år har den regionala utvecklingen i Skåne präglats av infrastruktursatsningar. I synnerhet kan infrastruktursatsningarna ses på kollektivtrafiken, vilken är tänkt att bidra till den hållbara utvecklingen i regionen. Utöver detta satsar den svenska staten även på att skapa möjligheter för att etablera höghastighetståg mellan Stockholm och Göteborg respektive Malmö. Dessa satsningar har skapat ett behov för staten att analysera nya finansieringsalternativ för att ekonomiskt klara av den ökade efterfrågan på transportinfrastrukturprojekt.

Syftet med denna uppsats är att analysera den effekt som transportinfrastruktur kan ha på en pendlingsorts bostadsmarknad. Analysen utgår från Trelleborg, vars tågstation återöppnades för persontågstrafik 2015. Effekterna av tåget på Trelleborgs bostadsmarknad utvärderas, både med avseende på bostadsrätter och småhus.

Studiens metod utgår från regressionsmodeller som inkluderar hedoniska variabler och fixa effekter. Den analyserade tidsperioden är mellan 2005 och 2019. Med hjälp av denna metod kan Trelleborgs bostadsmarknad jämföras med andra kommuner i Skåne, vilka inte har fått liknande transportinfrastruktursatsningar under perioden. Detta gör det möjligt att utvärdera huruvida det finns någon effekt av införandet av tågtrafiken eller om prisfluktuationerna istället beror på andra faktorer på bostadsmarknaden i Skåne.

Resultaten visar att bostadsrätterna i Trelleborgs tätort har fått en statistisk signifikant värdeökning till följd av persontågtrafikens tillkomst, både efter annonserandet och efter det att persontågen började trafikera järnvägen. Samma tydliga effekt gick inte att hitta för småhusen, efter annonserandet sjönk värdet och ökade sedan endast marginellt efter att stationen öppnat. En tydlig slutsats från resultaten är att effekten på fastighetsvärdet är negativt för bostäder med närhet till stationen, upp till 1 000 meter. Både bostadsrätter och småhus inom detta avståndsintervall sjönk i värde efter annonserandet. (Less)
