- Syftet med studien är att förstå politiken om åtgärder för unga myndiga lagöverträdare genom att analysera de argument som förs fram av centrala parter. Jag har genomfört en kvalitativ dokumentstudie med teorin om anspråksformulering som vetenskapsteoretisk utgångspunkt. Mitt urval är följande politiska dokument: Riksdagspartiernas kriminalpolitiska program, statens offentliga utredning, riksdagsdebatt om unga lagöverträdare och remissvar från statens offentliga utredning. Resultatet av studien visar att hälften av riksdagspartierna argumenterar för att avskaffa ungdomsrabatten i sina kriminalpolitiska program utan att hänvisa sin argumentation till forskning. Vänsterpartiet är det enda parti som både i det kriminalpolitiska programmet och i riksdagsdebatten anger forskningsbaserade argument om åtgärder för unga myndiga lagöverträdare. Statens offentliga utredning använder sig genomgående av forskningsbaserade argument som motsäger förslaget om att avskaffa all särbehandling av lagöverträdare i åldern 18–20 år. Sammanfattningsvis argumenterar samtliga politiker, utredare och organisationer för att ungdomsrabatten inte ska avskaffas genom forskningsbaserade argument. Studien kan visa att riksdagspartierna driver debatten om hårdare straff och slopad ungdomsrabatt för unga myndiga lagöverträdare utan stöd i praktik och forskning. (Less)

I have completed a qualitative document study with claims-making as a theory. My selection is the following political documents: Criminal policy program, state public inquiry, policy debate about young offenders and referral responses on the state public inquiry. The result of the study shows that half of the parliamentary parties argue to abolish the youth discount in their criminal policy programs without referring their arguments to science. The state public inquiry is consistently using science based arguments that contradict the proposal to abolish the penal systems of youth rebate for offenders of age 18-20. In summary, all politicians, investigators and organizations who argue that the youth discount should not be abolished use science based arguments. This study proves that the parliamentary parties are running the debate on tougher penalties and abolished youth rebates for young offenders of age 18 without support in practice and science. (Less)
