Government intervention on talent attraction and integration : taking East Lake High-Tech Development Zone in Wuhan as a case

Abstract
Talent is seen as a critical factor in promotingregional technological and economic development. Researches on talent attraction and retention policies have been explored in the western context. However, little has been studied in the Chinese talent attraction and retention policy yet. Talent is seen as a critical factor in promotingregional technological and economic development. Researches on talent attraction and retention policies have been explored in the western context. However, little has been studied in the Chinese talent attraction and retention policy yet. In the meantime, many Chinese cities have implemented talent attraction policies to attract talented workers. There is a need to explore the talent attraction and retention studies in China. From the perspectives of talent attraction and social integration, this study first summarizes the main factors which influence the residential choice and social integration of talent, especially in the Chinese context. Concluded from previous research, this study then argued that job opportunities, amenities, and household registration (hukou) system are the most critical factors influencing talent attraction and integration in China and use this as the analytical framework to analyze the talent attraction and retention policy implemented in the East Lake High-Tech Development Zone in Wuhan China. In addition, the political relationship between governments at different spatial levels is also analyzed to understand the design of the talent attraction and integration policy. (Less)
