Abstract
In Sweden, conscription had been practiced for over 100 years, to meet the military threats expected of an adversary. In 2009, Sweden decided to put the conscription to rest. Between the years 2010-2018, a system was applied that was based on volunteering, with employed soldiers. In 2018, they chose to reintroduce the conscription again.
In this study, I will look for the factors that formed the basis for the reintroduction of conscription after 7 years.
The purpose of the study is to find these factors, and also create an understanding of how decisions are made, and what can be done to create a better understanding of other decisions in the future.

In Sweden, conscription had been practiced for over 100 years, to meet the military threats expected of an adversary. In 2009, Sweden decided to put the conscription to rest. Between the years 2010-2018, a system was applied that was based on volunteering, with employed soldiers. In 2018, they chose to reintroduce the conscription again.
In this study, I will look for the factors that formed the basis for the reintroduction of conscription after 7 years.
The purpose of the study is to find these factors, and also create an understanding of how decisions are made, and what can be done to create a better understanding of other decisions in the future.
The method I worked with was a theory-consuming case study where I examined various documents. I used Graham Allison's Rational Actor model and Goverment Politcs Model to analyze and find the factors for the decision.
The analysis shows that the changing threat picture in Europe is the biggest factor in us choosing to reintroduce the conscription. Other factors are that Sweden has noticed that the supply of personnel has not given the desired effect voluntarily, and that the total defense has been almost completely wiped out. (Less)
