Abstract
The digital age we live in is in constant development and the public libraries have had to adjust to this change partly by providing ebooks, digital audio books and web pages with information for their users. Digital books keep gaining popularity among Swedish citizens. The Swedish Library Act states that in terms of language the public libraries shall pay extra attention to the five national minorities in Sweden and people with another mother tongue than Swedish. The Swedish Library Act states that in terms of language the public libraries shall pay extra attention to the five national minorities in Sweden and people with another mother tongue than Swedish. The study's aim is to draw attention to language diversity in the public libraries’ digital libraries, its availability and see how much focus it gets according to the public libraries’ policy documents. 21 library plans from public libraries in 21 municipalities all over Sweden were used for the study’s material. The method used to analyze the empirical material was Carol Bacchi’s “What’s the problem represented to be?”, which was developed specifically for analyzing policy documents. The study’s results show that the public libraries’ library plans represent the problem with language diversity in their digital libraries to be that there aren’t enough resources to prioritize language diversity in their digital libraries. The resources include time, budget, digital services and knowledge among the staff. This creates consequences that the language minorities in Sweden are being left out in terms of availability of their native language in the public libraries’ digital libraries. While some of the policy documents mention that a few digital services are available, many of them do not. This draws the conclusion that according to the policy documents, language diversity isn't that prioritized in the digital libraries. The policy documents show that the focus in the digital libraries lies more on the Swedish population’s digital competence instead. (Less)
