- It is described in the preparatory work of the Social Services Act that a reasonable standard of living should be based on the prevailing conditions under which the individual lives. To accomplish this, this study is based on 26 verdicts by the administrative Court of Appeal (Kammarrätten) during the years 2017-2021, involving a description of whether the individual has attained a reasonable standard of living. The main results of this study show two overarching discourses, (1) a temporary housing solution achieves a reasonable standard of living and (2) the responsibility to solve the housing situation lies primarily with the individual himself. The study also displays that the phrase is very much interpretable and not always completely unambiguous. (Less)
