- Abstract
- Previous research indicate that social and ecological sustainability dimensions are
handled separately within the work of goal fulfilment. Important key actors are having
a hard time finding synergies between them which leads to a slower green and healthy
transformation of cities. On the local level, this problem is connected to the
decentralization of municipalities due to their growing assignments.
This study aims to examine two units of complexity linked to the context above. The
first unit is connected to the possibilities and conflicts working with ecosocial

This study aims to examine two units of complexity linked to the context above. The
first unit is connected to the possibilities and conflicts working with ecosocial
measures within the urban outdoor environment. The second unit investigates the
possibilities of cross-sectoral collaboration when implementing ecosocial measures
and how collaboration could work as a tool for goal fulfilment.
The method consisted of interviews with respondents working within the field of
urban development, specifically the outdoor environment in cities, which includes
both the public and private sector. The interviews are based on themes linked to the
chosen theories of the study. That includes the relation of the design of the physical
outdoor environment to the well-being of humans, as well as theories that handle
cross-sectoral collaboration.
The results indicate that there are many possibilities for working with an ecosocial
perspective within urban outdoor planning. Cross-sectoral collaboration is vital in
order for the ecosocial measure to be able to fulfil its full potential to foster both

Studien du nu ska läsa är en kartläggning över Lunds kommuns samverkan med
fastighetsbolag i kommunen. Fokus ligger på samverkan kring implementering av
ekosociala åtgärder, åtgärder vars syfte är att uppnå miljömässiga mål samtidigt som
social välfärd främjas. Mer specifikt kommer studien att titta på ekosociala åtgärder i
befintlig utemiljö och vilka synergier och risker som återfinns när sociala och
ekologiskt uppsatta mål komprimeras i en och samma åtgärd. Studien bygger på en
intervjustudie där aktörer med olika perspektiv på frågan har intervjuats. Studien
erbjuder två kommunperspektiv, två fastighetsägarperspektiv, två konsultperspektiv
samt ett myndighetsperspektiv.
Studiens huvudsakliga upptäckter visar att ekosociala åtgärder har stor potential att
effektivisera och kombinera nyttor för måluppfyllnad inom stadsutveckling.
Samverkan är dock mer eller mindre nödvändigt om åtgärderna ska kunna främja både
naturen och människan likvärdigt. Detta beror delvis på att en organisation i självregi
saknar resurser, både kunskapsmässiga och ekonomiska, för att kunna ta ett
helhetsgrepp kring frågan. Vidare saknas verktyg för att skydda urban grönska och i
stadsmiljöer har naturens egenvärde en tendens att hamna i skymundan för
människans behov. Även avtal för att underlätta sektorsöverskridande samverkan
kring ekosociala åtgärder saknas och enligt flera av intervjupersonerna är samverkan
utan formalisering svår att bedriva.
I Lunds kommun förekommer mestadels kontraktstyrd samverkan, här finns en risk
att innovationspotentialen går förlorad och att dialogen aktörerna emellan aldrig riktigt
utvecklas. Detta beror på markfrågan, i dagsläget utför kommunen åtgärder på sin
mark och fastighetsägare åtgärder på sin mark. Det förekommer med andra ord relativt
sällan en dialog där aktörerna gemensamt planerar och utför åtgärder som gynnar
helhetsperspektivet. Åtgärderna som implementeras har då en risk att sakna viktiga 6
perspektiv och aspekter. Även invånarnas förslag är nödvändiga om de ekosociala
åtgärderna ska kunna främja människors reella behov. Samtliga aktörer i studien tror
att de skulle nå längre med sitt hållbarhetsarbete med hjälp av samverkan. (Less)
