Abstract
Research shows that people living in socially disadvantaged areas have lower trust in
the judiciary system and that the willingness to testify for crimes linked to criminal
networks is low. The purpose of this study is to acquire further knowledge about the
police perspective on working with these problems mentioned above. Our aim is to
examine how they motivate witnesses and plaintiffs to cooperate with the police and
take part in the legal process and what they regard as necessary measures to address
the problems. We have used a qualitative method consisting of semi-structured
interviews with four representatives of Malmö city police department. As a theoretical

networks is low. The purpose of this study is to acquire further knowledge about the
police perspective on working with these problems mentioned above. Our aim is to
examine how they motivate witnesses and plaintiffs to cooperate with the police and
take part in the legal process and what they regard as necessary measures to address

approach we used Roine Johanssons´s perspective on Michael Lipsky’s theory about
street-level bureaucracy. We also used the norm model by Håkan Hydén as an analytical
tool. The results show that all participants consider motivation a challenge, especially
plaintiffs and witnesses who themselves are part of a criminal network are hard to
motivate. They all emphasize the importance of relationship building and recognize that
the process takes time and effort but is necessary to reach and establish confidence and
trust. Several examples were highlighted of how the motivational work is carried out.
Most of the participants expressed a need for legislative changes, e.g. anonymous
witnesses and crown witnesses to get more people to cooperate with the police. Even
other non-legislative measures need to be taken or developed in order to deal with the
