Abstract
The way of working of social work administrators assessing the needs of intervention for people with physical or mental disabilities was examined, in two middle-sized Swedish municipal settings. Also their opinions about the organization´s need to stay efficient and cost-effective was examined. Aim: Their mindset towards the (LSS) law was studied, how they interpret and apply it´s purposes in the organizational setting to understand how the law´s intentions get fulfilled. The way of working of social work administrators assessing the needs of intervention for people with physical or mental disabilities was examined, in two middle-sized Swedish municipal settings. Also their opinions about the organization´s need to stay efficient and cost-effective was examined. Aim: Their mindset towards the (LSS) law was studied, how they interpret and apply it´s purposes in the organizational setting to understand how the law´s intentions get fulfilled. Theoretical framework: Organizational theory with a main focus on bureaucratization and room for maneuver. Method: Semi-structured interviews were made with five social workers and analyzed with a qualitative approach through content analysis. Results: The social workers’ words indicated compassion as an inevitable element of the assessment duties, since it enhances understanding for the client. The need for the organization to be cost effective was problematized. The administrator´s approach towards cost -effectiveness was greatly affected by the organizational leadership. Organizational factors, like specialization was shown to impact and structure the work. Social needs were not shown to be supplied by the interventions. Communication skills were demonstrated to be a vital tool to get to know the client and to be able to help the person to get the right interventions. Conclusion: Working as a social work administrator requires a wide range of skills. It takes a reflective approach to the law, the client and the organization.
