- Forskningsfråga: Hur upplever enhetschefer respektive stödfunktioner i Kommunen tillit i
sin organisation idag?
Syfte: Syftet med studien är att öka förståelsen för hur anställda i offentlig verksamhet
upplever tillit inför införandet av tillitsbaserad styrning. Vidare åsyftas att göra en jämförelse
av vad tillit innebär för enhetschefer och stödfunktioner. Studiens övergripande syfte blir
därmed att identifiera vilka förutsättningar som finns för att en offentlig verksamhet ska
kunna styras med mer tillit.

Metod: Studien är en kvalitativ studie där empiriskt material samlats in genom
fokusgruppsintervjuer med enhetschefer och stödfunktioner. Studien har utgått från ett
socialkonstruktionistiskt perspektiv och en hermeneutisk kunskapssyn. Arbetet har bedrivits
med ett abduktivt tillvägagångssätt.
Teoretiska perspektiv: En kort presentation av examensarbetets teoretiska grund. Först ges
en bakgrund om ämnet med en beskrivning av New Public Management och offentlig
verksamhet i Sverige idag. Vidare presenteras teori om tillit, tillitsbaserad styrning och
Tillitdelegationens sju principer för att styra med tillit.
Resultat: I följande kapitel presenteras det empiriska material som består av de intervjuer vi
genomfört med enhetschefer och stödfunktioner. Kapitlet är uppdelat utifrån fem olika teman
där båda avdelningarnas perspektiv vävs samman och jämförs. Kapitlet avslutas med en
sammanfattning av de viktigaste vi vill att läsaren tar med sig in i diskussionen.
Slutsats: Vi har genom kategorisering med hjälp av de sju principerna för att styra med tillit
analyserat och utvärderat hur lägesbilden ser ut i den undersökta Kommunen idag. Vidare har
vi genom vår diskussion presenterat vilka praktiska handlingar som går att koppla till de olika
principerna. Vi finner att goda förutsättningar finns internt på avdelningarna men att det
brister i relationen avdelningar emellan. Vidare finner vi att det saknas en övergripande
helhetssyn i organisationen idag, något som hindrar får effekter på flera områden i den
tillitsskapande processen. (Less) - Abstract

Purpose: The purpose of this study is to increase the understanding of how employees in the
public sector experience trust prior to the introduction to trust-based governance.
Furthermore, it is intended to make a comparison of what trust means for unit managers and
support functions. The overall purpose of the study will thus be to identify the conditions that
exist for a public organization to be managed with more trust.
Method: A qualitative study in which the empirical material has been collected through

approach has been applied.
Theoretical perspective: A short presentation of the study’s theoretical base. First some
background to the subject is presented through a description of New public management,
domain theory and the public sector in Sweden today. Furthermore, trust theory, trust-based
governance and seven principles to govern with trust are presented.
Empirical foundation: The empirical material consists of the interviews we have done with
the unit managers and support functions. The chapter is divided into five different themes
where both departments' perspectives are blended and compared. The chapter ends with a
summary of the most important takeaways that we want the reader to keep in mind when
reading the discussion.
Conclusion: We have through categorization following the seven principles for trustgovernance analysed and evaluated the current situation of the municipality today.
Furthermore, we have, through our discussion, presented how actions can be connected to the
different principles. We find that good prerequisites for trust-governance exist within the
departments but are lacking in the relation between departments. Furthermore, we find that
the overall comprehensive view of the organisation among the employees is inadequate,
