Abstract
The general goal of the Swedish drug policy is to create a society free from narcotics. The government aims to reach this goal with a restrictive policy where consumption of narcotics is illegal, which is very uncommon in democratic countries. This policy has in later years been criticized due to the high number of deaths related to drug use in Sweden and little has been done by the government to remediate the problem. The general goal of the Swedish drug policy is to create a society free from narcotics. The government aims to reach this goal with a restrictive policy where consumption of narcotics is illegal, which is very uncommon in democratic countries. This policy has in later years been criticized due to the high number of deaths related to drug use in Sweden and little has been done by the government to remediate the problem. This study aims to evaluate the work of the Swedish police and social services and investigate the possibilities for goal attainment. The study was conducted by performing semi- structured interviews with employees within social services and the police in Malmö. In the analysis of the interviews, it was concluded that arresting drug users is not the most effective tool in achieving the general goal. The resources should rather be allocated to fighting more serious crimes, like drug smuggling and distribution. The social services have a wide variety of treatment options to be able to help individuals under different kinds of circumstances. This is conveyed to be the most crucial aspect of their work. All representatives from the agencies agreed that a lack of time and resources impedes the efforts to effectively reduce access to and use of narcotics. Furthermore, it was concluded, from the respondents within the police, that the interplay between social services and police was lacking. A majority of the respondents expressed sentiments towards expanding this interplay. (Less)
