Abstract
This essay considers to what extent the process of the 2016 referendum on the United Kingdom’s membership of the EU was democratic. The method by which this study finds its result is a normative method with democratic values in the center of the evaluation. These democratic values are shaped by two theorists, Robert A. Dahl and Stephen Tierney. The democratic values in the center for this evaluation are represented by four criteria that can be seen as ideals. None of the criteria are met to a full extent but the referendum lives up to some of Dahl’s ideals for a democratic process and some parts of Tierney’s vision of what is necessary in a referendum from a democratic perspective. The issue of enlightened understanding and deliberation stands out as the most problematic part of the process from a democratic point of view. (Less)
