Abstract
During the 1980’s and the 1990’s several political reforms were implemented in the Swedish education system. The reformation led to a decentralization of the school responsibility and an increased market orientation in the Swedish school system. The decentralization reform was initiated by the social democrats, and the marketization reform by the moderates. The aim of this essay is to examine whether the social democrats and the moderates outlook on the marketization of the Swedish educational system differ, or if they have a similar view of the issue, and also which party is to be held responsible for the matter. The reformation led to a decentralization of the school responsibility and an increased market orientation in the Swedish school system. The decentralization reform was initiated by the social democrats, and the marketization reform by the moderates. The aim of this essay is to examine whether the social democrats and the moderates outlook on the marketization of the Swedish educational system differ, or if they have a similar view of the issue, and also which party is to be held responsible for the matter. This is done by implementing an idea analysis on the committee reports that addresses these reforms. The idea analysis is supplemented with two ideal types, one of which is constructed for New Public Management, and one for ideas that oppose NPM. The parties view on the school marketization are identified in the committee reports by using these methods to find key concepts and ideas. The conclusions of the essay are that the parties are both to be held responsible for the increased market orientation of the Swedish school system, and that their views on the marketization are to be seen as similar.
