Abstract
In this multi-case study, the question is examined as follows: How do Swedish municipalities work with public health through social investments? The motivation for the question is that in accordance with previous research, political instruments regarding social investment seem to be underdeveloped. The work is based on two theoretical frameworks, policy-making theory, and political instrument theory. The theories are suitable and well-modified to answer the question. This is followed by a thorough background on the development of social investments in Sweden and the western world.

In this multi-case study, the question is examined as follows: How do Swedish municipalities work with public health through social investments? The motivation for the question is that in accordance with previous research, political instruments regarding social investment seem to be underdeveloped. The work is based on two theoretical frameworks, policy-making theory, and political instrument theory. The theories are suitable and well-modified to answer the question. The selected municipality Norrköping as this municipality have long worked with
prevention. Within the analysis, the theoretical frameworks are applied together with the empirical data, which consists of municipalities' guidelines regarding public health and social investments. The study shows that municipalities have a broad organisation and a positive view on social investment. Therefore, both municipalities have set up a social
investment fund where various actors can apply for funding to work preventively. Public health affects many different areas of society, and various factors affect public health. The municipalities implement of public health work by taking various early measures in society. The applied resources from this social investment fund results in projects that extend over a few years instead of a long-term work (Less)
