- Climate change is increasingly evident and climate change impacts are expected to be more obvious in the future. The Scania region in the south of Sweden is especially vulnerable to impacts of climate change due to its unique location being surrounded by the sea on three sides. Since risks and vulnerability are location specific, local adaptation planning plays a key role in preventing and managing them. The research questions posed are: “How is adaptation planning of water management infrastructure presented in official documents?” and “How does the discourse of climate adaptation differ between municipalities and länsstyrelsen?”. These questions are analysed according to the concepts of climate adaptation, adaptation planning and governance structure. In order to answer the research questions, a qualitative document analysis is conducted. Three official documents issued by the municipalities and länsstyrelsen are analysed through a discourse analysis. The analysis concludes that adaptation planning is frequently mentioned and regarded as necessary by the municipalities. The municipalities regard climate adaptation as a way of managing negative climate change impacts, whereas länsstyrelsen acknowledges both positive and negative sides to a changing climate. The planning of adaptation is however dominant over implementation. Finally, länsstyrelsen advocates nature-based solutions and the municipalities consider all measures to be in question when preparing for future impacts of climate change. (Less)
