- Abstract
- Sweden is currently without a functioning system to secure the supply of food in crisis and war. After the Cold War, the security policy orientation was characterized by peace, disarmament and the dismantling of both civilian and military readiness capabilities. The former assessment that Russia could not pose a threat to Sweden and our neighbouring countries has recently fundamentally changed. The reconstruction of a total defence has therefore begun and the study is about how and what the government intends to do to rebuild the function that can secure the population's supply of food in a future crisis. After the Cold War, the security policy orientation was characterized by peace, disarmament and the dismantling of both civilian and military readiness capabilities. The former assessment that Russia could not pose a threat to Sweden and our neighbouring countries has recently fundamentally changed. The reconstruction of a total defence has therefore begun and the study is about how and what the government intends to do to rebuild the function that can secure the population's supply of food in a future crisis. Qualitative content analysis of the current total defence bill shows that the budget appropriations are greatly increased and that the national food chain should be jointly strengthened in order to achieve higher independence and resilience. The fact that Sweden has a functioning basic preparedness is a prerequisite on which both international cooperation and interdependence are also based. (Less)
