Abstract
In this study, the process surrounding the provision in Chapter 16, Section 4 of the Environmental Code on municipal vetoes in wind power establishments is examined. The aim is to apply John W Kingdon's theory Multiple streams framework on the way from its introduction in 2009, to the outcome of the National Strategy for a Sustainable Wind Power Expansion issued in 2021. Following the publication of the strategy, the amendment regarding the provision has been taken further and the Government has submitted a bill to the Parliament in April 2022.

The debate about how the municipal veto has been an obstacle to wind power establishment has been going on during the 2010s without anything changing. The study describes the path to something being done first in 2022 and what underlying factors exist according to Kingdon's theory. (Less)
