Abstract
This explorative essay aims to describe and evaluate local councilors’ EU knowledge in the South of Sweden (swe. Sydsverige). In the few previous studies, the self-assessed EU knowledge of Swedish local politicians has been found to be low (SOU 2016:10; Europeiska regionkommittén 2021). This is despite that the local level is affected by politics on the EU level on a daily basis, through implementation of directives as well as the possibility for local governments to carry out lobbying to affect EU politics. This explorative essay aims to describe and evaluate local councilors’ EU knowledge in the South of Sweden (swe. Sydsverige). In the few previous studies, the self-assessed EU knowledge of Swedish local politicians has been found to be low (SOU 2016:10; Europeiska regionkommittén 2021). This is despite that the local level is affected by politics on the EU level on a daily basis, through implementation of directives as well as the possibility for local governments to carry out lobbying to affect EU politics. Through the lens of multi-level governance theory, my study understands EU knowledge as a precondition for local governments involvement in EU affairs. By providing empirics about what local politicians in the south of Sweden know about EU, the study therefore contributes with a building block to the multi-level governance theory. The study further uses Robert Dahl’s concept Enlightened understanding to understand the function that the EU knowledge of local politicians has on the democratic process at the local level. Methodologically, EU knowledge is here measured by in-person surveying local councilors in four municipalities (n=185), asking them both factual questions and self-evaluation questions about the EUs political system, process and a policy area. Based on the empirical findings as well as the theories examined, the study concludes that the EU knowledge of local councilors is lacking but tends to be higher than that of the public. (Less)
