Abstract
This essay discusses the European commission’s and the European parliament’s framing of how the Energy charter treaty (ECT) should be adapted to the EU’s European Green deal. A framing analysis is used to describe how different actors try to frame the policy process. The analysis is made with the framework of the energy trilemma, where a triangle consisted by the aspects of energy security, costs and sustainability is in competition. The method of framing analysis is interpretative. A debate from the European parliament is analyzed, which from the interpreters view shows that the EU- commission mainly frames the modernization of ECT as matter of environmental sustainability.
