Abstract
Sustainable mobility and transportation systems are important to, among other things, reduce greenhouse gas emissions. However, the conditions for sustainable mobility differ between different geographies, in particular between urban and rural areas. Therefore, this qualitative case study examines the planning for sustainable mobility in the countryside of Västra Götaland to develop an understanding of the regional and urban planning as well as how the urban norm can be discerned within the planning for sustainable mobility. Sustainable mobility and transportation systems are important to, among other things, reduce greenhouse gas emissions. However, the conditions for sustainable mobility differ between different geographies, in particular between urban and rural areas. Therefore, this qualitative case study examines the planning for sustainable mobility in the countryside of Västra Götaland to develop an understanding of the regional and urban planning as well as how the urban norm can be discerned within the planning for sustainable mobility. To answer the research questions the data is collected through documents from the Västra Götaland Regional Council and the municipalities of Vara and Karlsborg in addition to interviews with stakeholders from the same government agencies. The data is analyzed using frameworks of sustainable mobility, the dichotomy of core-periphery and push-pull-mooring (PPM). The results indicate that both regional and local levels are planning for sustainable mobility with particular focus on public transport, even if it is shown that this, as well as other kinds of sustainable transport, is harder to plan for in rural areas than in cities. This especially as the car dominates in rural areas. As the planning for sustainable mobility happens to focus on the urban areas, a further result from this study is the manifestation of the urban norm within the planning for sustainable mobility in Västra Götaland.
