Building the Future - A case study on creating a climate neutral construction sector in Malmö, Sweden

- The climate on our planet is changing, and with it the conditions for its people. As the need for housing grows, the construction sector will have to balance increasing environmental requirements with a continuous need for construction. In order to do so, Sweden has a national roadmap with set goals for climate neutrality. But the question of how to work toward the set up goals remain as there is no common methodology in place. This essay therefore aims to look at in which ways the Swedish construction sector is working towards climate neutrality and what obstacles lie in the way of this goal. In order to do so, Sweden has a national roadmap with set goals for climate neutrality. But the question of how to work toward the set up goals remain as there is no common methodology in place. This essay therefore aims to look at in which ways the Swedish construction sector is working towards climate neutrality and what obstacles lie in the way of this goal. Using mixed methods of document analysis and interviews, this study looks at the case of a local initiative and roadmap called LFM30.
The study showed that LFM30 has produced a common methodology of climate budgeting from which connected members should work, and a climate promise with yearly goals on the way towards climate neutrality in 2030. Additionally the initiative has created a platform for sharing and exchanging knowledge surrounding questions related to sustainable construction. By dividing the construction process into six focus areas the initiative has enabled progress to be made on multiple fronts as well as collectively. Some challenges in the process is incentivizing members to join, for connected members to balance the role of their work in LFM30 with their other role of the connected actor, and how to actually become climate neutral. The initiative has built up an organization and methodology which is seen as plausible to introduce also in other places. Proving that change is possible, LFM30 could therefore be leading the way for the Swedish building sector on the way towards climate neutrality. (Less) - Popular Abstract (Swedish)

LFM30 är ett initiativ som enat över 190 aktörer inom byggbranschen i Malmö. De har satt målet att bli klimatneutrala till år 2030. Detta innebär att alla anslutna aktörer ska arbeta för att minska sina utsläpp till så stor mängd som möjligt och klimatkompensera för resterande utsläpp. För att uppnå detta har initiativet tagit fram ett klimatlöfte som sätter årliga mål fram till år 2025, då alla deltagande aktörer ska ha minskat sina utsläpp med 50 %, och därefter mål för vart femte år fram till 2035. Det har även tagits fram en metod för hur man ska arbeta med och mäta de uppsatta målen, en så kallad klimatbudget. Klimatbudgeten bygger på klimatkalkyl som är en slags livscykelanalys. I klimatbudgeten ingår fem steg; beräkning, förbättring, målgränsvärden, negativa utsläpp och löpande kontroll.
Byggprocessen består av många olika steg och för att lättare kunna utföra arbetet har LFM30 delat upp sin organisation i 6 fokusområden med tillhörande arbetsgrupper. Dessa fokusområden har individuella strategier för hur man ska uppnå de satta klimatmålen. Fokusområdena är: Affärsmodeller, incitament och samverkan; Cirkulär ekonomi och resurseffektivitet; Design, process och klimatkalkyl; Klimatneutrala byggmaterial; Klimatneutral förvaltning, drift och underhåll; samt Klimatneutrala byggarbetsplatser och transporter.
Då den svenska byggsektorn idag inte har något gemensamt arbetssätt för hur man ska arbeta med klimatfrågor skulle en metod för hur man gemensamt kan tackla de här frågorna kunna tänkas vara gynnsam för att accelerera arbetet mot klimatneutralitet och minskade utsläpp. Då LFM30 nu har byggt upp en metod skulle denna kunna prövas på fler platser och så småningom eventuellt kunna bli en branschstandard för hur man arbetar med klimatfrågor på ett nationellt plan.
