Abstract
The aim of this study was to investigate how social workers who work with municipal labor market policy reflect on labor market initiatives with focus on application and preconditions. My purpose is also to investigate what social workers consider to be effective in labor market initiatives to work towards the self-sufficiency of the long-term unemployed. The empirical data was gathered from social workers participating in the implementation of active labor market policy through kvalitative interviews. The aim of this study was to investigate how social workers who work with municipal labor market policy reflect on labor market initiatives with focus on application and preconditions. My purpose is also to investigate what social workers consider to be effective in labor market initiatives to work towards the self-sufficiency of the long-term unemployed. The empirical data was gathered from social workers participating in the implementation of active labor market policy through kvalitative interviews. The theoretical angle of approach was Goffman’s dramaturgical analysis as well as Lipsky's theory about street-level bureaucracy. The main findings are that the social workers reflect on the importance of the individual social workers ability for patience, cooperation and to have a holistic point of view on the long-term unemployed. The social workers also deemed the labor market policy to not be sufficiently embedded in the reality of the labor market and that the way policy was carried out can sometimes contribute to pacifying people who are long-term unemployed. Furthermore the social workers reflected on the policy regarding long-term unemployed persons with substance abuse problems and how this group often is disregarded by municipal labor market policy. As possible ways to streamline labor market policy the interviewees also deemed it necessary to make the long-term unemployed more prone to the demands of the labor market. Lastly the social workers emphasized the importance of relationship building and of the clearness towards the long-term unemployed when it comes to the objective and plan of the labor market policy they are participating in.
