- Abstract
- The purpose of this thesis is to systematically identify which factors connected with flooding incidents that has the biggest impact on the municipalities capability to minimize the consequences connected to this type of phenomenon. Two methods were used in the process of identifying the factors in question. The first method was a study of journalistic articles in which articles related to Swedish flooding incidents in the past five years were analysed. The second method was an interview study with employees working either in fire rescue service or for a municipality. The two studies were compared, and four main factors were identified

It was therefore hard to determine the effectivity for any of the reactive measures. More information is needed to fully assess capability.
