- As climate change emerges as an urgent issue, the role of cities in responding to climate change is also becoming increasingly important. Cities can contribute to greenhouse gas reduction through local level climate action. The purpose of this study is to identify challenges that may be faced when establishing, implementing, and evaluating city-level CAPs. In order to analyze this factor, Jeju Island was set as the case for the study. Jeju is an island area that has a high vulnerability to climate change. The climate change impact of many people in Jeju Island is also great as many of residents are engaged in agriculture or fishing. For this reason, Jeju Island has been responding to climate change at the regional level since 2008 and is currently implementing plans to respond to climate change at the local level. By anlaysing Jeju Island’s local CAP, several challenges were identified, in particular, in its mitigation-adaptation integration, community inclusion, evidence-based goal setting, and monitoring and evaluation process.
